Creating a culture of human rights compliance
Debates about a charter of rights are often monopolised by the contentious issue of the proper role of the courts. While this is undoubtedly an important question, it overlooks the impact a charter would have on the role of Parliament as a guardian of rights of freedoms. -

HREOC is a statutory body independent of government. While our main function is to promote an understanding and acceptance of human rights in Australia, we are also charged with the responsibilities of investigating, and attempting to conciliate complaints of unlawful discrimination under the federal Racial Discrimination Act 1975, the Sex Discrimination Act 1984, the Disability Discrimination… -

Launch of Good Practice, Good Business (2004)
Firstly, I would like to pass on apologies from the President of the Human Rights and Equal Opportunity Commission, The Hon. John von Doussa QC, who is presently interstate and unable to be here today. It goes without saying that he entirely endorses the purpose of this project and believes there should be more of it. -

Centuries ago a great many of the inhabitants of this beautiful island were wiped out by colonization and its aftermath. The disappearance of so many is a solemn reminder of the injustice done to the first peoples of this land. Their violent absence is a presence that calls for us to reflect on injustices, suffering and reconciliation in the broadest sense. To them I pay my respects. -

There are around 400 million people with disabilities in the Asia and Pacific region. Over 40 per cent of these people are living in poverty. These people are prevented from accessing entitlements that are available to other members of their society such as health, food, education and employment. -

Making rights relevant
Thank you for the opportunity to speak to you today. Whilst planning this speech, I was thinking that it was a long time since the first time that I addressed an NDS (then Acrod) conference. I was asked to give the Kenneth Jenkins memorial oration at the Acrod conference in the early 80s, as the first President of DPI Australia. The speech then was just the type that you would expect from the… -

Resolving discrimination and human rights issues - Annual Report 2009-2010: Australian Human Rights Commission
Our complaints process provides a way in which individuals and groups can voice and resolve disputes about discrimination and human rights. Our complaint work is also central to our role in protecting and promoting human rights and complements our policy and education work. The number and type of complaints we receive often highlight systemic discrimination problems. We use this information to… -

A Bad Business - Part A: Background
Sexual harassment has been unlawful across Australia for almost twenty years with 2004 marking the twentieth anniversary of the Sex Discrimination Act 1984 (Cth) (Sex Discrimination Act). [2] Over that period, community awareness of the existence of sexual harassment, particularly in the area of employment, has grown considerably. -

A Bad Business - Part B: The Complaints Process
Sexual harassment is an unwelcome sexual advance, unwelcome request for sexual favours or other unwelcome conduct of a sexual nature which makes a person feel offended, humiliated or intimidated, where a reasonable person would anticipate that reaction in the circumstances. [11] The Sex Discrimination Act defines the nature and circumstances in which sexual harassment is unlawful. [12] -

When the Tide Comes In: Towards Accessible Telecommunications for People with Disabilities in Australia
THIRTY-FIVE short years, and presto! the newborn art of telephony is fullgrown. Three million telephones are now scattered abroad in foreign countries, and seven millions are massed here, in the land of its birth. So entirely has the telephone outgrown the ridicule with which, as many people can well remember, it was first received, that it is now in most places taken for granted, as though it… -

Achieving a Gender Equal World
Over the last 7 years I have become more and more convinced of one thing - this is my second theme. To deliver equality for women we need to focus on men. We need men taking the message of gender equality to other men. It’s not about men speaking for women or saving women. We can take care of ourselves, thank you very much. It is about men stepping up beside us, working in partnership with us… -

I also want to make mention of the fact that we are 130kn south west of an area of great significance to the Aboriginal communities of western NSW, which is now called Mutawintji National Park - the first park to be handed back to its Traditional Owners under the NSW National Parks and Wildlife Act in 1998. Theoretical perspectives on bystander intervention
Models which account for the circumstances under which different bystander responses occur have been evolving since the 1970s, especially in the fields of criminology and social psychology. The notion of bystanders originated with the study of an event in New York where a young woman, Kitty Genovese, was raped and stabbed to death over a period of half an hour. During the attack, 38 witnesses…
