Ten years ago I gave the occasional address at a graduation at Sydney University. I accepted the invitation to speak in the Great Hall and then informed the University that - as the platform on which students received their degrees was not accessible for people with mobility disability - I would speak from the floor of the hall. I did that, and told the story of Bradley Kinsella. He had studied at QUT for three years about a further decade ago, and used his wheelchair all of that time. Despite their knowledge of his disability, QUT scheduled his degree in an inaccessible venue.

Plainly, there is no easy solution. There are millions of hearts to be warmed, and what works for some may have little influence on others. There must be many programs, operating on many levels and operating incrementally so as to touch the greatest possible number of people.

I was invited to pick my own topic for discussion. As an ex-judge being invited to speak to students of the law, I assumed that I was expected to speak on something related to the administration of the law from a judge's perspective. And as President of Australia's Human Rights and Equal Opportunity Commission (HREOC), I assumed I was expected to mention the role of human rights promotion in our legal system.
Rights and Freedoms
The promotion of human rights and education go hand in hand. At the international level human rights education is an essential function of the work of the UN and its many agencies. And it is fundamental to the work of a National Human Rights Commission.

I would like to use this opportunity to focus on how human rights are protected in Australia; and how you, as human rights educators, can help students to understand these protections. Good morning everyone. I'm actually thinking of developing a theory of corporate management based on reactions to that introduction. For example, when I say good morning to first year university students, they echo "good morning" back to me; when I say good morning to politicians, they remain silent, lest they be misquoted; when I say good morning to management consultants, they write it down; and when I say good morning to web content strategists, they hurry off to turn it into a inaccessible bitmap image.

I would like to begin by acknowledging the Nganawal people, the traditional owners of the land where we meet today and to pay my respects to their elders. I would also like to thank the Australian Medical Students Association and Shayne McArthur for organising this National Leadership Development Seminar, and ensuring that Indigenous health – so often overlooked in the ongoing debates about health and health reform in Australia – receives the attention it deserves in this context.
