I'd like to welcome the Human Rights and Equal Opportunity Commission to Arrernte country. In particular, I welcome Dr William Jonas, the Social Justice Commissioner. We are here this afternoon to launch the Social Justice and Native Title Report 2001.

Amongst all this expertise, it is fair to ask why is the President of the national human rights commission – and particularly a President who has only fairly recently commenced in this role - here presenting the keynote speech to such a conference?

I have to admit that two months ago when I took the title " The Disability Discrimination Act and the continuing battle for equal rights for people with a disability" for my paper today I was not attaching great importance to the precise words of that title.

Good morning. I would like to acknowledge the Kaurna people, the traditional owners of the land upon which we meet, and pay my respect to their elders past and present.

I begin by paying my respects to the Wurundjeri people of the Kulin Nation, the traditional owners of the land where we meet today, and I pay my respects to your elders, to your ancestors and to those who have come before us.

Thank you Sharron for your introduction, and thank you Uncle Lewis O’Brien for your warm welcome to country. And congratulations to the Taikurtinna Dancers for a great performance and oration.

I would also like to thank the Law Council of Australia and its Advisory Committee on Indigenous Legal Issues for inviting me to deliver this address, and to take part in the customary law panel discussion later today.

I congratulate AIATSIS and NSW Native Title Services on organising this conference and thank everyone gathered here for your efforts to make this a successful conference. I am honoured to be invited to address you today.

This morning about 20,000 Australians woke up in a prison cell. What will their day bring? Most of you know far more about that than I do and that is precisely why we have called upon your expertise for today's workshop.

Legal
1. That Aboriginal child sexual abuse in the Northern Territory be designated as an issue of urgent national significance by both the Australian and Northern Territory Governments, and both governments immediately establish a collaborative partnership with a Memorandum of Understanding to specifically address the protection of Aboriginal children from sexual abuse. It is critical that both governments commit to genuine consultation with Aboriginal people in designing initiatives for Aboriginal communities.” (emphasis added)

Families, and those who support them, play a vital role in the protection of human rights. Accordingly, I am very pleased to address this conference, and I commend all of you for your work in preserving and strengthening families.
