I would like to begin by also acknowledging the traditional owners of the land on which we meet, the Gadigal people of the Eora nation. I pay my respects to their elders past and present. In particular, I would like to acknowledge the inspirational work of so many Aboriginal and Torres Strait Islander women who have been agents of change, be they barristers, lawyers, judges, litigants or community advocates.

Torture and various forms of terrorism have been practiced throughout history, though never on the scale we are now confronted with. The first visual records of police interrogation were discovered in a four thousand year old tomb in ancient Egypt. Since the pharaohs there have been many refinements in methods of inducing physical pain and gathering intelligence, most notably during the Spanish Inquisition, but more recently in the modern totalitarian state.

Indigenous peoples and the right to self-determination

I pay my respects to the Gadigal as a Kungarakan man whose traditional country lies far north from here, up near Darwin. I recognise the relationship of the Gadigal to this land and their ongoing responsibilities to it, under the watch of their ancestors. In other words, I recognise the ongoing dimensions of the sovereignty of the Gadigal to this country.

That article was published on the eve of Corroborree 2000 and the handing over to the people of Australia of the declaration towards reconciliation by the Council for Aboriginal Reconciliation. Amongst all this expertise, it is fair to ask why is the President of the national human rights commission – and particularly a President who has only fairly recently commenced in this role - here presenting the keynote speech to such a conference?

Getting there: access to public transport

I am particularly pleased to join in opening this international conference on mobility and transport for elderly and disabled people and to be discussing accessible transport here in Western Australia. The Government of Western Australia deserves recognition for the commitment it is showing to making public transport accessible: a commitment adopted in principle, policy and plans and increasingly being delivered in practice.

National Disability Strategies as tools for implementing the Convention on the Rights of Persons with Disabilities

Summary: Australia’s National Disability Strategy provides a framework for implementation of the Convention on the Rights of Persons and for means for enhancing reporting under the Convention. Further development and implementation of the NDS should be informed by the Committee’s reporting guidelines and by the dialogue between the Australian Government and the Committee in considering Australia’s reports. Some enhancements to the reporting guidelines may also be helpful.

International Day of People with Disabilities Keynote Speech

Thanks for the chance to speak with you today. As you might guess, in my role as Disability Discrimination Commissioner, I receive many invitations to speak at functions on the international day. One of the reasons I chose this invitation is because of the really important role that Local Government plays in the lives of all Australians. It deals with the issues that are in your face- and I know, because until two years ago I was a Councillor on Ku-Ring-Gai Council.
