I begin by acknowledging the Kaurna people, the traditional owners of the land where we meet today and pay my respects to their elders. Senator Scullion, distinguished guests and participants, can I begin by paying my acknowledgement to the Irukandjii Peoples, the traditional owners of the land on which we are meeting and pay my respects to their elders. I would also like to thank the National Indigenous Environmental Health Forum, the conference organising group and Queensland Health for organising this event and for inviting me to address you. Thank you for attending this press conference to discuss the release of the Social Justice Report and Native Title Report for 2002. As you would be aware, these reports are the annual report card on the government's performance on Indigenous issues and native title.

Allow me to commence by acknowledging the traditional owners of the land on which we stand. This acknowledgment reminds us of cultural traditions stretching back to time immemorial, as well as aspirations in our own time for a fair and inclusive society. I am delighted to be here today to help:

Most of you here today would know that it is not trite to say that local government is the closest level of government to our communities, and as such plays a key role in building and reinforcing the fabric of those communities.

The globalisation of the world economy, including much improved communication and transportation, has increased flows of people across borders. This includes the movement of children, both with their family and unaccompanied. Separated children crossing borders may be refugees, humanitarian asylum seekers, trafficked girls who will be forced to work as prostitutes, or simply children lost in the aftermath of war. So today, children can literally travel across the world undetected and unprotected. And Australia, as part of this global system, has its share of these children.

Thank you to the Public Health Association for inviting me to deliver the Sax Oration this year. I am honoured to follow so many distinguished speakers who have delivered the oration over the years. I am honoured too to be able to commemorate the work of Sidney Sax, one of the most significant people shaping health care policy and practice in Australia.

I would like to begin by acknowledging the Traditional Owners of this land, the Pambalong clan of the Awabakal people, and pay my respect to their elders, past and present. Today I would like to explore the question: ‘What does it mean to believe in human rights in Australia today?’ This is an ambitious project, and I am aware that the question does not have a short and simple answer.

I would like to acknowledge the Larrakia people on whose traditional land we meet today. I would also like to thank the Northern Territory Anti-Discrimination Commission for hosting this event at such short notice. What I plan to do today is to talk briefly about a few of the issues which are currently on HREOC’s agenda. The first issue is HREOC’s Same-Sex Same Entitlements Inquiry.
