Torture and various forms of terrorism have been practiced throughout history, though never on the scale we are now confronted with. The first visual records of police interrogation were discovered in a four thousand year old tomb in ancient Egypt. Since the pharaohs there have been many refinements in methods of inducing physical pain and gathering intelligence, most notably during the Spanish Inquisition, but more recently in the modern totalitarian state.

I would also like to thank the LIME conference organisers -- and Gregory Phillips and Lisa Jackson-Pulver in particular -- for inviting me to speak tonight and for organising this event and for ensuring that Indigenous health – so often overlooked in the ongoing debates about health and health reform in Australia – receives the attention it deserves in this context.

Indigenous peoples and the right to self-determination

I pay my respects to the Gadigal as a Kungarakan man whose traditional country lies far north from here, up near Darwin. I recognise the relationship of the Gadigal to this land and their ongoing responsibilities to it, under the watch of their ancestors. In other words, I recognise the ongoing dimensions of the sovereignty of the Gadigal to this country.

It's a great pleasure for me to be back in Perth , and particularly here at the Association For The Blind. During the eighties and nineties I lived in Perth for around ten years. I met and married my wife here, and still have strong family links. We still own property here and, if I have my way, we'll retire back here. Despite the fact that I have lived over East now for 16 years, I still barrack for the Eagles and the Western Warriors, and pronounce the suburb Coogee rather than Coogee.
