MATT LAFFAN: I once used to say to some mates of mine that all I really wanted was 24 hours without a disability. I just wanted 24 hours so that I could do certain things. Since then, I've got a little greedy and now I want one week. And during that one week there'd be hell to pay, because Sydney just would not be big enough. I think the night club scene would be in a world of trouble, because dancing is something I'd really like to do. There'd certainly be a rugby match I'd have to get involved with. I'd go running with the old man.
My congratulations to the organisers for organising this forum and opportunity to discuss a potential mechanism to protect the rights of people with mental illness and enhance the delivery of mental health care.
It is my custom to make this acknowledgement at public events because I think recognising Australia's indigenous history is an important element in recognising the truth of our diversity as a people.
I want to talk today about the relationship between the lofty principles of international law on human rights and the practical realities for people with a disability in Australia.
We all know why we're here today. You're here because men aren't seeing enough of their children, that after divorce they're lone fathers if they're lucky and cheque books on legs if things turn out badly. Sadly, there are some men who just disappear as dads altogether.
I’d also thank the Human Rights Week Organising Committee here in Tasmania, and congratulate them on their 20th Anniversary. Human Rights Week has been successfully and continuously marked with a number of events each year over the past 20 years in Tasmania. And that in itself, is a remarkable achievement.

It is now 12 months since the introduction of WorkChoices radically restructured Australia’s industrial relations system. Today, I propose to reflect on the implications of WorkChoices for the Human Rights and Equal Opportunity Commission (HREOC) and to outline reforms HREOC believes are necessary to safeguard fairness and equality in the workplace.
Let me preface my remarks today with the assertion that, generally speaking, Australia has a strong and proud record on human rights. The Australian Government is formally committed to supporting the universal observance of human rights both at home and abroad saying that this policy helps to achieve a more stable and just international order, which benefits the security and prosperity of everyone. In this statement, the Government links peace to the observance of human rights, a topic to which I shall return.
To be honest, this is a rare occasion for me. Much of my career has been spent in the monastic cells of academic institutions teaching the young about different legal systems; their origins and growth, their strengths and weaknesses. Your world - the world of business and industry, finances, profit and loss, sales and marketing - is largely foreign to me in a practical sense.
I begin by paying my respects to the Kaurna peoples, the traditional owners of the land where we gather today, I pay my respects to your elders, to the ancestors and to those who have come before us, And thank you, for your generous welcome to country for all of us.
