While there were a range of factors that led the Commission to launch the Inquiry, the primary reason is that Australians with disability continue to be less likely to be employed than people without a disability.

There is substantial attention in the international community being directed at present to the human rights of people with disabilities. An international convention on human rights and disability is being actively considered through the United Nations system. I would have been attending a regional meeting in Beijing in April this year as part of this process but this was cancelled because of the SARS outbreak.

When I first entered the law 'benchbooks' were closely guarded, leather bound books into which judges carefully entered notes as a case progressed - usually I thought adverse comments and exclamation marks about one's arguments or less than flattering remarks about one's principal witness.
