I also acknowledge colleagues from government, and from non-government organisations, including from a wide range of churches and faith-based organisations. And particularly can I acknowledge colleagues from the Australian Multicultural Foundation, Hass Dellal and Athalia Zwartz, and Professors Gary Bouma and Des Cahill, as the authors of the report we are receiving and launching today.
I begin by acknowledging the traditional owners of the land on which we meet, the Gadigal people of the Eora nation, and pay my respects to their elders past and present.
In so doing however I am confronted with the classic dilemma of many, namely what fresh insight can I bring to bear on this subject that has not already been canvassed.
Despite its rather grand title, this presentation will be a relatively modest attempt to set out the key challenges for human rights in Australia as I see them at the outset of my term as Human Rights Commissioner. Let us begin with a quick survey of the state of human rights internationally and in Australia today.

Today I would like to explore the question: ‘What does it mean to believe in human rights in Australia today?’ This is an ambitious project, and I am aware that the question does not have a short and simple answer.

It's the movies that have really been running things in America ever since they were invented. They show you what to do, how to do it, when to do it, how to feel about it, and how to look how you feel about it .....
The standard sort of speech that is often delivered by people in my sort of position at this sort of event is a combination of pep talk and pamphlet, with some bits of a law lecture thrown in: telling people with a disability and their advocates that they have rights under discrimination law, and telling employers that they have responsibilities, and attempting to set out the terms and the effect of the provisions of the Disability Discrimination Act (or "DDA").

In the United States, 54 years ago today, Rosa Parks was arrested. Rosa Parks was a black woman, arrested for refusing to sit at the back of a bus. It's appalling to think this occurred. It's even more appalling that 54 years later in Australia, many people with disability can't even get on the bus.
I was pleased to get this invitation to make a contribution to this forth and final workshop on the development of Disability Action Plans organised by the Office for Disability.
