I do this in all my public speaking not only because it is proper to do so but because this acknowledgment reminds us that human experience has many levels of diversity, and this of course includes disability.

Summary: Australia’s National Disability Strategy provides a framework for implementation of the Convention on the Rights of Persons and for means for enhancing reporting under the Convention. Further development and implementation of the NDS should be informed by the Committee’s reporting guidelines and by the dialogue between the Australian Government and the Committee in considering Australia’s reports. Some enhancements to the reporting guidelines may also be helpful.

There is substantial attention in the international community being directed at present to the human rights of people with disabilities. An international convention on human rights and disability is being actively considered through the United Nations system. I would have been attending a regional meeting in Beijing in April this year as part of this process but this was cancelled because of the SARS outbreak.

A very big thank you, in particular, to our colleagues from the Australian Attorney-General's Department and theDepartment of Foreign Affairs and Trade. Mostly, of course, for their work with us, over many years, in advancing the human rights of people with disability, internationally and domestically. On 30 March 2007 I was waxing lyrical to my computer screen in Sydney. My words were not quite the same, but they had equal passion and determination. At 1.40 a.m. on that Saturday morning Sydney time, I was having a few glasses of wine and watching Australia line up with 80 other countries at the United Nations (UN) in New York, to sign that same Convention on the first day it was open for signature—via podcast to my computer screen. It was Friday New York time.

Some of us here were sitting in a stuffy conference room in the UN headquarters in New York when the Working Group completed its drafting of the convention. It was only stuffy because - in true UN style - we had exceeded our time limit for the session, the interpreters had gone home, and the air-conditioning had been turned off. But for most of us, these disadvantages paled in the excitement of what we had achieved. And that excitement was amplified as we watched the General Assembly confirm our work.
