I'd like to welcome the Human Rights and Equal Opportunity Commission to Arrernte country. In particular, I welcome Dr William Jonas, the Social Justice Commissioner. We are here this afternoon to launch the Social Justice and Native Title Report 2001.

I call my paper 'Social Justice Then Native Title' in order to make a clear distinction between two aspects of Indigenous People's struggle; the ultimate goals we are seeking to achieve and the means by which we seek to achieve them. Distinguishing the means and the ends, the former a servant of the latter, is a fundamental tenet of strategic thinking. And it is clear to me that a strategic approach will identify native title as simply a tool for achieving social justice for Indigenous people.
Scarlett Finney was only six when she saw the brochures for the Hills Grammar School, set in park-like grounds in Sydney's outer suburbs. She indicated her keenness to attend "the school in the bush". Her parents were prepared to pay the fees, and saw the setting and curriculum as providing her with a great education. But the school refused her enrolment due to the fact that she had spina bifida, and sometimes used a wheelchair [1].

We are here to commemorate the 10th anniversary of Bringing them home – the Report of the National Inquiry into the Separation of Aboriginal and Torres Strait Islander Children from Their Families.
The ultimate conclusion that the Commission has reached in the submission is that the Commonwealth government's response to the recommendations of Bringing them home to date has been inadequate and inappropriate. The Commission particularly notes that the government's submission to this inquiry constitutes a fresh response to many of the recommendations of Bringing them home, which rejects several recommendations of the report on the basis of flawed arguments and poor reasoning.
I also want to make mention of the fact that we are 130kn south west of an area of great significance to the Aboriginal communities of western NSW, which is now called Mutawintji National Park - the first park to be handed back to its Traditional Owners under the NSW National Parks and Wildlife Act in 1998. [1] The caves and overhangs in the park have been transformed into expansive galleries of Aboriginal rock art, and it comes as no surprise that they have formed the backdrop for ceremonies for at least 8,000 years.
I acknowledge the traditional owners of the Wurundjeri country, the land where we are meeting today, and thank Joy Murphy Wandin for her warm welcome to country. I pay my respects to your elders and to those who have come before us. I would also like to thank the Wunsyaluv dancers for the dances they have performed for us today.
