This Representative Complaints workshop aims to develop a document on representative complaints to be used by the DDA Legal Advocacy Services, other legal services and other representatives and advocates in making representative complaints and to assist them in if the representative complaints procedure is appropriate in any particular case.

As a sailor myself, I truly appreciate this epic achievement. When she set foot on land, she was asked how it felt to have conquered a man's world. I've always had a yearning to be in the Guinness Book of Records, and so I decided, in preparation for today, to give the shortest presentation ever made by a staff member of the Human Rights and Equal Opportunity Commission. My presentation thus consists of just seven letters: a question of 4 letters, and an answer of 3 letters. The question is SSDD, and the answer is DDA.

Thank you for inviting me to speak today. It is almost a year since I spoke about the Human Rights Commission's Bush Talks consultations at the 1999 national conference of the Australian Association of Rural Nurses in Adelaide. I spoke in particular about some of the health concerns raised in the consultations. Today I would like to look beyond Bush Talks in more detail at some of the areas of particular concern which were raised and then explain some of the Commission's continuing work on human rights in rural Australia.

The standard sort of speech that is often delivered by people in my sort of position at this sort of event is a combination of pep talk and pamphlet, with some bits of a law lecture thrown in: telling people with a disability and their advocates that they have rights under discrimination law, and telling employers that they have responsibilities, and attempting to set out the terms and the effect of the provisions of the Disability Discrimination Act (or "DDA").

Summary: Australia’s National Disability Strategy provides a framework for implementation of the Convention on the Rights of Persons and for means for enhancing reporting under the Convention. Further development and implementation of the NDS should be informed by the Committee’s reporting guidelines and by the dialogue between the Australian Government and the Committee in considering Australia’s reports. Some enhancements to the reporting guidelines may also be helpful.
