Good afternoon Committee members, and thank you for the opportunity to appear before you. Australia is a developed country which places importance on human rights issues. Our Government has participated in the development of many United Nations human rights treaties, including the Convention on the Rights of Persons with Disabilities.

I'm a proud Australian. We live in a great democracy, with one of the strongest economies in the world. I'm not proud, though, of how we treat Australians with disability- some of our most disadvantaged citizens. And we are all ashamed that, in such a strong nation, that treatment continues. When I was discussing this event with Jenni Huon we talked about whether the theme should be "transition" or "transitions". At the time I thought it did not matter much, but as soon as I started to write this address I realised that I am going to talk about "transition". "Transitions" (plural) suggests one discrete thing after another, a beginning, middle and end before another beginning. It is a word describing things, separate events, bits of life that can be captured, have edges put round them.
